Mozilla is open source browser that includes great wysiwyg html editor. To use it first download Mozilla here. To get to the editor you can start Mozilla browser, and then press ctrl+4 (or choose it from Window menu).
To create shortcut directly to the editor (so you can start Mozilla Composer directly without starting browser first), make copy of the shortcut to the mozilla browser, use right-click -> properties on that new shortcut, and add "-editor" to the field "Target" in the "Shortcut" tab. After clicking OK, you can use that new shortcut to start the Composer directly.
